No. They're at the Sorcerer's Hat end of the Keystone Clothiers building, the one with the big blue tower on the left side of the street after you enter DHS. They're located more on the Echo Lake side of the building. This isn't the greatest shot, but it might give you an idea of where they are:

A ha! I know where that is, but I've still never noticed them! Will have to look out at DHS when I'm there next month.
