Photo pass or photo pass plus

Used photo pass plus when at Disneyland and WDW and were wondering if they offer this service at Disneyland Tokyo? Planning on being there in the spring. Can anyone give me an idea of the weather at that time of year?

I looked into it briefly and there is a similar service, but cannot remember the details. However, during our trip I found that the official photographers were always SO busy (like at least 10-20 people waiting for a picture, even at slow times) that I ended up not wanting to use it.
