1) No.
. . . however, at most Signature Restaurants, they will print a message such as "Happy Anniversary, Fred and Ethel' on the menu for you.
. . . nothing special, just a friendly souvenir notation
2) People saw the availability on the web for special menus at CR, and the eatery was inundated with requests.
. . . the eatery would print personal messages, and even long ones
. . . the eatery would print clip art
. . . the eatery would print family photos
3) Due to so many requests, and complaints when that couldn't be met due to time, guests caused the personalized menus to be shut down.
. . . such menus took lots of time
. . . for as many that started to come in, the lady did not have time to do her regular job
. . . the eatery would have had to hire 1-2 more people just for special menus
. . . certainly no cost justification for such an expense
4) To paraphrase,
. . . "we have met the enemy, and it is us"

NOTE: Let's go one more step. guests used to be able to have the aquarium divers put a celebration note (like "Happy Birthday, Sam") on a chalkboard and show it through the aquarium window. There became too many requests, and divers have other duties. But, what really halted this were two LOUD/BOISTEROUS events. A woman was late to her ADR because she stayed in an EPCOT ride-line too long. Her ADR time came and went, and the diver was there at the window with the sign. When the diver did not come back when the woman finally showed up to eat, because he was off-duty, she became loud and screamed and yelled and disturbed the other guests. She had to be shown out by Security. The second event was a teenage girl who didn't get her diver sign for her boyfriend and started to bang on the glass with her water glass. Sure, the window wouldn't break, but it scare fish, and it was the principle that mattered. People can ruin good things very easily.

I remember the CR divers and menus. Honestly, that diver showing up with the Happy Birthday sign for my husband was the best memory he has of our family trips. I was so sad to see that what was such a lovely treat needed to be done away with. It makes me so sad that the extras that Disney was able to do for some turned into entitlements that needed to be gifted to anyone who asked. To me, those surprise extras that may or may not happen are what makes Disney fun.

My DH used the diver slate to propose to me through the glass at Living Seas while he was on DiveQuest (I was in the aquarium area waiting for him to finish. On another trip, he used the slate to say happy birthday to our niece while he was on DiveQuest and the rest of us were eating at Coral Reef, and we also arranged for one of those special menus for her. It's sad if that's been spoiled by internet-driven demand and entitlement.

Unfortunately you cannot. As has been discussed upthread, temper tantrums by guests whose "requests" were not honored or were not honored in the way that they expected caused a lot of propblems. In addition, the requests, which were never advertised by Disney as something that could be done, got out of hand.

Disney and its inability to say "no" on an individual basis. No we can't print that. No we can't do this. Ma'am here are the police. Instead it becomes the end of it all. Disney starts things, can't manage the demand, and instead of learning how to manage the demand just shuts it down.

I guess I have a different perspective. It seems more like one restaurant goes rouge and tries to offer something special. Corporate gets wind of it when they hear the complaints, and they shut it down. Was this really ever an official, published benefit? Disney shuts it down because they don't want people having a bad experience.

They can and do say no. It has been how guests react when they don't get what they want. They say no all the time to special requests (especially in the custom cake department) but when magical moments become expected and someone goes off day after day on the CMs because of what they read and were told were happening that didn't then it goes away. The problem is that the boom of social media and sharing of everything makes some people expect those little somethings that use to be extras.

You're calling it "GUEST GREED," but it could just as easliy be explained as Disney's inability to keep up with the requests. It sounds like corporate didn't care to properly fund the program, so they cut it.

1) Maybe.
2) Your opinion/thought may be completely accurate.
3) But, with several years on the Concierge Desk, I see lots of people demanding things beyond normal levels of common sense.
4) Sure, "corporate" could have added 1-2 more people for CR menu personalization.
5) But, EXACTLY how does corporate provide for exceptions,
. . . do they hold divers on overtime waiting for a guest?
. . . do they stop divers from doing their normal "tank" duties to wait for guests who RUDELY miss their ADR?
. . . do they add even extras people for menus when guests want MANY (not just several) photos added to a menu?
. . . we can name MANY other examples of guest who mess up the system
 
At some point it is guest greed. Scuba divers cost, printing 1 menu costs, having a bunch of menus to customize and print will mean at least 1 if not 2 people doing just that. When it is a cute thing a scuba diver can do when they are done maintaining the tanks but not off yet it is cute and special when people start demanding it and now the diver can't do his actual job it is a stop and reevaluate situation.

Agreed. If it was "GUEST GREED" when 1000 guests made the request, it was "GUEST GREED" when a single guest made the request. It's not the fault of the guests that the request was not scalable.

Those menu's have been in a thousand laps with two thousand hands all over them. :earboy2: No wonder they were writing on them and giving them away......
