Yes, CSR's Pepper Market is included as a CS on the Dining Plan. You can get any entree, including the rib-eye steak worth $18.99. Although they have a great assortment of desserts, as a previous poster said, you are limited to a cookie, danish or muffin on the dining plan. However, you can have any non-alcoholic beverage on the plan, including their smoothies

For a CS, the portions are huge, and the food is good. I think people who are disappointed in Pepper Market are those who rate it as more of a TS, or who are paying oop. If you compare it to a CS, this is one of the best on property. It is more expensive than most CS's, but if you are on the dining plan, it doesn't matter, and the food, IMO, is better. The "service" you pay a tip for (which again, is included in the dining plan) is lacking in comparison to a TS, but this isn't a TS. Of course, perhaps there should not be a tip, then, as there really isn't wait staff as much as a person who gets you a drink, unless you get it yourself, and a person who buses your table. I guess that is why the tip charged is only 10%, but I think I wouldn't like to pay it oop myself. Of course, we were on the dining plan, so it didn't matter since it didn't cost me anything. If you are paying oop, you can take your food to go to avoid the tip, or, if you don't think the service was worth it, you can tell the cashier to get a manager, and the manager will take it off for you.
Summation: Pepper Market is a good CS if you are on the dining plan. If not, share meals, and you will get better bang for your buck. The food and variety beats most CS's in WDW hands down. But these are just my opinions!
