I can't speak to LA, but in these parts, there are no basements for two reason. One, we have a high water table so they'd be prone to flooding. Two, the ground turns from nice and earthy to hard as a rock clay after a couple of feet. (It's not uncommon to have to resort to "blasting" just to install a swimming pool....which is why most here are of the above ground variety.)
