Payment plan of AP and Fast passes?

I used to be a WDW know it all, then I moved overseas and lost all my Disney mojo.

So, we plan to buy APs for the summer and this is our first time doing the online FP and bands. If we choose to use the payment plan for the AP's, can we still make reservations for our fast passes or must the APs be paid in full?

You can still make FP+ reservations.

Once you've activated the new APs, there will be an order for MagicBands in MDE.

Do you have to be a Florida resident to get the payment plan? I would love to have a payment plan. It would make things much easier.

Only FL Residents are offered the payment plan.

AP holders will not see an option to get the MagicBands until after they are activated. Unfortunately this means you wouldn't have them for your first trip unless you are also staying on site, in which case you get them as part of the resort reservation. And of course you have the option of purchasing them.
