It seems like a simple fix to me. If you want to go and park at a resort to shop, see the Christmas Gingerbread decorations, or whatever, you should be able to park for 1 hour free without any validation of any kind. After that you will be charged $20. If you have an ADR, you should be given 2 hours free, as long as your ticket is validated with a time stamp, when you leave. After that, you will be charged $20 Of course there would be exceptions here and there, meals taking longer than 2 hours etc. In other words, if your meal has a time stamp of 3:00 PM, you cant pull out of the parking lot at 8:00 PM and tell the guard that your meal took 6 hours, because it will have been time stamped. Also you cant get there and park at 8:00 AM for an ADR of 1:00 PM, because the 2 hour park free window is still in affect. Seems pretty simple to me. Make it 2 hours free and 3 with a time stamped ADR whatever, it still would accomplish what Disney is trying to do.
