Paying taxes for infants flying to US?

Can anyone tell me which taxes I will have to pay to fly my one year old to FL?

WestJet and Air Canada both say on their websites that there's no fee for
baby's that sit on their parents' lap, however they will charge the taxes.

We were going to have my nephew sit in my sister's lap for our trip to WDW in January. When we were first looking to cost out our airfare, the taxes for him were around 12.65 on Westjet. My understanding is that it is the US Immigration Fee (7.00) and the Passenger Facility Fee for Orlando (4.50), both of which were in US dollars, so it came to 12.65.

We eventually decided to get him a seat (and pay about $120 in taxes).
 
It is about $120 return from Toronto to Orlando, since Pearson has the highest airport fees in the country.

We decided to get him a seat. However if you get a seat you have to bring your carseat with you on the plane, and it has to be airline approved.
