Yes - you have to put the ddp on your credit card at the time you tell your reservation cm. When I booked our fall break trip a few weeks ago, they asked if I wanted it. I told them yes - unofficially. You can still make your ADRs and you can wait until 3 days prior to your trip to call Disney and let them know you will be using the dining plan.
