Passport help

I have a passport that was issued in 1990, expired in 2000. I want to update my passport for future travel. According to the website I can renew by mail if the passport was issued within the past 15 years. What I didn't find was the procedure if the passport was issued more than 15 years ago. Do I need to apply for a "new" passport as if I never had a passport?

Yes...mine was expired (issued in 1985) and I had to go through all of the steps just like a new one. I just printed all of the forms off the passport site.

you need a brand new one. start fresh.
