We are considering a cruise for 4 of us. Our oldest daughter is not certain she can make it .What would be the ramifications if we reserve for 4 but have to cancel 1?

Depending on when you cancel her, there might be cancellation penalties.
 
Penalties kick-in after the PIF (pay-in-full) deadline. Depending on length of cruise that is usually 3-4 months prior to embarkation.
 

We are planning a cruise for May of 25. We would probably know if canceling was needed 2-3 months out.
