Partner Hotels and WWoHP access?

I read someone's story who said that they stayed at one of the Universal partner hotels and were able to enter the park early (they just didn't get the fastpass). I was wondering if there are partner hotels that allow you to enter WWoHP early as the on-site hotels do. I'm on a budget but I want our tript o be as seemless as possible! Thanks for any insight!

Those are part of the WWOHP package deals. You buy a package through the company for an offsite hotel and you get breakfast, tickets, and early entry. Just no express access.
