My reservation is for California Adventure and I have a ParkHopper. I arrive at the Parks about 3:30. I just realized that Disneyland closes at 8 pm for regular guests that evening.
1. Can I enter DL first or do I need to enter the park I have the reservation first?
2. If I enter DL first, can I get a LL reservation in DCA or only the park I entered (DL)?

I am pretty sure that you have to enter the park that you reserved first, but once you are scanned in, you can make LL at either park since you have a hopper.

My son took a break from the parks on our DCA-start last day (end of December trip). He entered DL at like 6:15pm, having never scanned into DCA at all. Maybe someone will pop in here to say that you can only do that after xx:00pm or something, but he most definitely never scanned into DCA on 12/30 and was having a drink in Oga's at 6:30pm. In any case, the park entrances are extremely close to each other, so at worst, you waste a few minutes walking from one set of booths to the other.

Once you have scanned in and are past the parkhopper start time, you can book a LL for either park. You have to click back and forth from one park to the other in the app, as it won't show you all the bookable LLs for both parks at once.

You’re probably right and I’m thinking of a WDW rule where you had to go to your reservation park first.

I do think WDW did (or still does?) it that way, although I could swear I read something about them doing away with it. Must be annoying as heck to manage.

It's so silly that DLR even has hopper restrictions anymore. I cannot see how they are better able to manage staffing based on a few hours in the morning before it becomes a free-for-all for anyone with hoppers.

On your G+ question, you can book G+ for either park once you enter either park. Only restriction is that in your non-starting park, options before 1pm won’t show up (soon to be 11am). This won’t affect you if you’re arriving at 3:30pm.
