If we have 1-day parkhopper tickets and get a fastpass for Soarin' at CA, could we hop over to DL and get fastpasses for a ride there, or do we have to wait for the Soarin' FP return time to pass before getting any new FP's?
In other words: could we hold FP's for 2 separate rides at 2 separate parks at the same time?

Fastpasses for Disneyland are not linked with DCA so you could send runners back and forth between the parks collecting fastpasses all day.

No linkage. I did this myself July 14th. We were leaving DCA and our FP window had opened so I grabbed ToT FP on the way out. We walked to DL and I immediately grabbed FP for Space Mountain. No problem.

(We didn't have people going back and forth grabbing FP all day or anything crazy like that, but we did on more than one occasion grab FP just before leaving a park, and then grab FP immediately upon entering the other park.)

You couldn't really send a runner between the parks, though, right? Because you all have to be IN the park for the tickets to allow FastPasses, right?

You CAN get FastPasses for rides at both parks at the same time, but only if your entire party hops to the other park and does something there while the runner goes and gets the FPs.

Yes, you can send a runner between the parks. If your group is in one park, your tickets are activated for fastpasses at BOTH parks. All your runner needs is everybody's park tickets to put in the FP machine.

The FP machines have no way of knowing which park an individual is at, or if the individual is even in a particular park.

(They do not scan passes when people leave parks, only when they enter, and at this point, the only requirement for FP is that the pass has to have been initialized on that particular day in order to work. A pass is initialized by having the pass holder go through an entry gate and officially enter the park by having the pass scanned.)

So, if the entire party gets up in the morning, enters either park, and then everyone goes back to the hotel except for a runner, that runner could go back and forth collecting FP as much as they wanted, and then hook up with the group.

I give that as an extreme example, but people do do that, FWIW, if there are a couple young energetic members of the group that can be trusted with the passes, it's a good way to get some extra pool time while also getting FP for later, if the younger folks are hell bent on going in for the morning session, join them, get through the line into the park, give them your initialized pass, and then leave (making sure to get a hand stamp for reentry).

Oh, and also remember, you need your pass plus the hand stamp to re enter, so in the extreme case above, once everyone is ready to go back in the park, the runner would need to come out of the park, meet up with the group, give them their passes, and then everyone would re enter.

Read what Jack posted, it's much help.

One thing to remember is only what you hold in one park effects being able to get another FP in that same park. And you can get the second at the opening return time or 2 hours later, whichever comes first.
