We are planning a trip for February of 2020 and I was wondering how every purchases discounted tickets for February trips now since they have expiration dates of end of year they were purchased? Is it cost effective to upgrade them? Is it a pain?

If you were to purchase tickets today (for instance), they would expire on 12/31/2019. You would still be able to use them to purchase a ticket in February 2020. Disney would apply whatever the value of the ticket was on 12/31/2019 toward the new ticket. But here's the rub: since the ticket would be "expired", you would not be able to book advance FP+ because you would not have "valid" ticket media in your MDE account. So, there really is no advantage to purchasing a ticket that you know will expire before your intended trip. But it's nice to know that if you purchased tickets and then had to cancel a trip, the money will not be lost. You would still be able to use the ticket's value toward the purchase of a valid ticket.

Also be aware that Disney has already announced tier tickets by the end of the year:

"At the Morgan Stanley Technology, Media & Telecom Conference, the Walt Disney Company’s CEO Bob Iger stated that he expects Disney theme parks to introduce multi-day peak tickets by the end of the year." - Orlando Sentinel

This could considerable change the way Disney upgrades tickets from discounted tickets and how much they would charge for the upgrade. All this is speculation of course but something to think about.
