Park Pass Replenishment

Headed to WDW March 12-19 and just saw where park passes have been replenished for the second time for the week. I’m a little confused.

Do they not release all park passes in the beginning?
Do they hold back some in case they need to replenish?
How, if all the passes for several parks were gone for ticket holders and resort guests, do they suddenly have more available?

I know it’s spring break and it’s going to be crowded but this second replenishment has me concerned. We haven’t been since 2012. FP+ wasn’t in use last time we were there. But we always went during slower times. Now that the kids are in high school, we’re limited to school breaks or summer. We are staying onsite and already have our park passes reserved and we’re finalizing our plans.

Just hoping someone with more knowledge and experience with the park pass system can provide some insight. Thanks!
 
They reallocate from different groups. Many APs are blocked out that week, so they likely shifted some of the availability from the AP bucket to the other 2. There's also been talk that when someone cancels, the reservations don't automatically go back into the system, and that they release them back in batches every once in a while. It's not something I would be concerned about.
