I haven't heard anything yet but I'm watching for it to happen out of the blue. Usually I think they raise their tix prices in the summer (like around August) when they release their rates for the hotels for the following year. But the way they've been dropping perks & changing the points & all I am holding my breath that they don't do anything without warning before we go at the end of May. I am tempted to just go ahead & order our vouchers. Tix prices is one reason why our plans fell thru to go this year with extended family.
Anybody know if they usually give a heads up or if they just raise the price w/o warning like they did with the TIW card???

They will activate on the first day that you use them. What they do is send you a voucher that you take to Guest Services to trade for the AP if you select for them to be mailed to you. (They charge a small fee for mailing - a few dollars. Otherwise they will hold them at Will Call.

Yes. I buy renewal vouchers several years in advance to beat the price increase (have this year and next year renewals already purchased for both DH and me to beat last year's price increase.)

I stockpile PAP vouchers and the longest I've held one before activating it was two years. No problems, no questions at all when we finally activated. So yes, you can buy your AP voucher now and hold it for a few years.
Yes. There's absolutely no difference between the AP vouchers, dvc or not, except the price you paid. We buy the DVC PAP's and hold the vouchers until we need them.
