Can the voucher/ticket be used at Blizzard Beach or Typhoon Lagoon? Thank you!

No. It specifically states in the FAQs that it is the Theme Parks only. And at the water parks, even in Guest Services we do not have the systematic access to see if a certificate is valid (unused) or to report its use.
