Yes, another member can make a reservation for you at their home resort using their 11 month home resort priority booking window. That member would be using their points to make that reservation and would have Member Services put the reservations in your name from the beginning.
It would not be "transferred" to you at 7 months (the non-home resort booking window is 7 months out, not 9 months).
To compensate the owner who made the reservation for you, I believe most owners would want you to transfer an equal amount of SSR points into their account to make up for the points they used to make the reservation for you. Or have you book them a reservation at SSR using the same amount of points during your home resort priority window.
Not that I want to open up the issue, but with the transfer rule being enforced by
DVC now (1 per year) I'm thinking transactions like this will be harder to come by.
And, just to stir things up even more, I believe it will be harder for SSR owners to "trade" their points with owners of the smaller resorts. JMO!
The other option is to rent points from a member who owns at the VWL. Let's not even go there!

It will be difficult for members who don't own VWL to get reservations at certain times of the year. The same is true for BWV and BCV.
You said, "by the time I can call." Does that mean you are calling the exact day the 7 month window opens? And calling each day after that to try and make your reservation day-by-day? Or are you trying to make the reservation later...at say...3 months for example, because that's when you can call? Or were you referring to the DVC booking window of 7 months for non-owners as the limitation on the time you can call?
