I agree that kids need a place to be kids and play outside. On the other hand, kids need to be kept safe. Sounds like the neighborhood in that article needs to use some of that parking lot and turn it into a playground. I actually had a bad experience in my townhome where a child was riding her bike in the alley behind the houses and ran into the side of my car. Luckily I was at a complete stop getting ready to turn and she ran into the side of my car, so there was no way I could have been blamed. But her parents were letting her play in the alley instead of on the sidewalks out front. The neighborhood also had 4 parks, so there was no reason for her to be out there.
