You may retract a bid only under these three circumstances:
1. You accidentally enter a wrong bid amount (for example, you bid $99.50 instead of $9.95). If this occurs, you must re-enter the correct bid amount immediately.
2. The description of an item you have bid on has changed significantly.
3. You cannot reach the seller. This means that you have tried calling the seller and the seller's phone number doesn't work, or you have tried emailing the seller and it comes back undeliverable.
You might be able to change it if you bid the wrong amount. You must immediately bid the the correct amount if you do retract it.
IMHO it is fair game to retract a bid any time the system lets you (i.e. at least 24 hours before ending) and immediately substitute a lower maximum bid that is at least as great as what your bid last reached.

Thanks for your input. It is still a couple days til end. I retracted and then rebid right away at the same price I was at. Nobody else had bid on the item yet.
