Ordering off the kids menu

Hi there

I'm pretty seasoned when it comes to Disney planning but Universal is all new to me. I was wondering if adults or teens can order off of the kids menu with counter service restaurants. I know that this is allowed at Disney as they do not care how old you are but I am curious to know if it works the same in the US/IOA parks?

Also are drinks included with a kids meal and are side subs available (like ff instead of grapes and carrots)?

Yes in both table and counter service locations.
