DCL doesn't know what they are talking about! They had the same problem with the 2012 Alaska + CA Coastal repo B2B cruises. The May B2B happened, but I'm sure DCL had to pay a penalty for each cruiser who did the B2B. The Sept. B2B people had to choose one or the other - and it was with only a few months' notice. Be prepared to drop one of them.

I'm not planning on doing this but just for my curiosity why is it an issue?

It violates the Passenger Vessel Services Act (PVSA: http://en.wikipedia.org/wiki/Passenger_Vessel_Services_Act_of_1886) because the ship will transport people between two different US ports (Honolulu and San Diego) without making a stop at a distant foreign port. The stop in Vancouver is irrelevant.

If DCL continues to insist that this B2B is doable - I think it's because there is only one "illegal" B2B like this, and they will play dumb - as they did in May 2012.
 
I'm still new to all of this so just a quick question! I have a 7 night Fantasy Eastern Caribbean booked for next January. Will I be able to call at 9 AM Eastern tomorrow when it opens to the public and change that to one of the 10 night Hawaii?

Yes, exactly! And this is key to the act...
"However, in order to embark in a U.S. port and disembark in a second U.S. port, the vessel must visit a distant foreign port outside of North America (Central America, Bermuda. the Bahamas, and all of the Caribbean except Aruba, Bonaire, and Curaçao, count as part of North America)."

Phone lines open at 8am. 9am can apply to booking through the website, but sometimes new itineraries show up online before then anyway. Just keep checking!

Also, could someone check on the price of a 4B (2 adults and 3 kids) on one of the Baja sailings (preferably the Oct. 4th).
