Can anyone tell me how photo pass works? Last time we were in WDW this did not exist. In advance, Thanks for the help understanding?

Basically, CMs are at strategic places (like the entrance to Main St USA, or at a character greeting station). They'll take your picture, then give you a card with a number on it. When you go to the URL listed on the card, and enter the number, you can view your pictures, and order prints if you want. Much like going to the shop at the castle end of Main St to view your photos, but at your leisure and over the internet (I seem to recall the photos stay up for a couple months).

I believe you can have more than one picture associated with a given Photopass card, but I haven't done that myself.

I was kinda disappointed that they didn't have such a thing at DL or DLRP when I was there recently! I've grown quite fond of the service, though I'll confess I've never actually purchased a picture.

You can still see your photos at the parks while you are there and buy some if you want. But with the new photo pass you can share your pictures via email with other family members and friends. Also you can usually get a discount by ordering pics at home versus the park. They are nice pics and arrive quickly.
