OKW versus BCV parking the main issue

seeing your plans a rental makes the most sense and okw seems the best use of points and the best situation for you if you are sleeping at WDW the whole time
 
I made trips to both places from OKW only once and on seperate trips. I think things will be better in October but Busch Gardens when we went was a crush of people and the space center was not worth the trouble. At any rate you will be spending a lot of time in the car if you go to both places on the same trip, I would recommend you choose one place to go for one day and stay and enjoy WDW the rest of the time you have there. The way it is now you will be spending your whole time in a car.
 
Since you are essentailly not going to WDW parks, I would go with OKW. It is cheaper. Why waste the higher pts to stay in a resort convenient to the parks, if you are not going to WDW parks? Since DD is basically the only WDW attraction you will be visiting and you will be using your car a lot, OKW will be the most convenient resort for your wants.
No matter which WDW resort you stay at, getting onto major highways/roads and to area attractions is very easy from all the resorts. The roads in and around WDW are very clearly marked and very easy to follow. You can get a map and directions from Guest Services at any of the resorts also.

Yes, OKW and a rental car make the most sense for this kind of trip. Tampa is about 90 minutes and the Space center between 60-90 depending on the time of day. You will get really good maps at the car rental company that will help you out with routes.

If you are going to stay at WDW, I'd do OKW. It's less points and will be easier in and out to I-4 if you know how to get there. My first question though is why use your points at all. Why not just stay somewhere off site, maybe in the area you're visiting. For your trip I'd do KSC first and stay in that area for the night before. Travel to Tampa area the evening. Then get 2 nights in the Tampa area near BG. That way if you decide to spend the third day there, you'll be all set. With your plan, you're looking at spending more than 2 hours per day on the road. If you then want to hit WDW, you could do so for a lessor amount of time.

With my suggestions you will spend the same amount of time on the road for one day each and save maybe more than 2 hours on the third day at BG if you decide to do it. BUT you'll be traveling at what would be more convenient times and would be far more rested in the long run. Good luck.

This was also my first reaction after reading the trip agenda. But then I thought maybe they do not want to pay for additional room costs since they already have DVC pts to use. If it was me, I would not stay at WDW for this trip and but would instead save the pts for a trip that focused on WDW. Especially with the great room discounts to be had in the areas where the trip is focused on.
But....that is why they make vanilla and chocolate! :)
