well, I guess because they figure that most people are going to want to go to the Magic Kingdom and not the TTC, and it probably streamlines things for guests arriving by car if they don't have to further transport the resort guests via monorail or ferry. There isn't really a whole lot of interest at the TTC, is there? I don't know the exact reason why they put the bus station right at the front of the Magic Kingdom gates, bypassing the monorail/ferry transport issue, but it sure is a time saver, even if it is not as dramatic experience.
If you want to ride the monorail from the TTC, and you are taking disney transportation, you could either go to Epcot and take the monorail to the TTC (would take longer, but wouldn't spoil the reveal, I suppose) or you could go to the MK and take the monorail or ferry away from the MK over to the TTC...though I am still not sure why you would want to do this, those would be the ways I can think of. I'm sorry if it isn't the answer you were looking for or if I am misunderstanding somehow.
