I think the best option depends on what is important to you. Is convenience the most important thing to you? Or are you looking to save money?
We have done Park-N-Cruise. It was ok. It is really cheap and we felt our car was safe there. We had to wait awhile for a shuttle to take us to port (about 20-30min). They totally pack the shuttles with as many people as possible. It wasn't a very comfortable ride. When we got off the ship, it was a short wait (5-10 min) for a shuttle to take us back to their lot. I would say it is a good value.
We have stayed at a resort at Cocoa Beach (used to be Ron Jon's) that had a shuttle for around $8 I think. It was less stressful for me than Park-n-Cruise. I think there might be other hotels that even offer a free shuttle but I am not sure.
The option we like best is parking on-site at the garage. It is more expensive but it is so convenient. You drop your luggage off, park, and walk across the street. So easy and not at all stressful. After we get off the ship, we grab a porter to take our luggage to the car and we are on our way.
