OK techs do I have to have the DIS site for flags?

I tried last night unsuccessfully to set up a DIS website. I want to be able to have the flag in avatar & signature. OK I am still learning so advice please?

As far as an avatar goes, a site is not required.

As far as the clipart goes, a website is not required but suggested. You can use one of the supplied flags from a existing site, or we can also place one for you.

If you still want your own site, we (I) would be glad to help you set it up.

I can't seem to get the waving flag on the avatar. I pasted the address in the box, so what am I doing wrong or missing? I would like a site also, I am a newbie, I will get this eventually! Thanks.
