Is there any place to obtain an assistance card (or whatever they call it) outside of the parks so we don't have to spend the precious first few minutes of park time waiting in that line?

I have been to one, I think, in Downtown Disney, but don't know if they issue the cards.

You have to be at one of the park Guest Relations sites to request a GAC.
Each park has one Guest Relations site inside the park and one outside of the park. You could use either one; the one outside the park is basically a window where you talk to the staff thru a glass window.

I don't think there is such a thing. Others will be along who will know more.
 
Thanks. I didn't realize they had Guest Services outside the gates!!

Our most helpful strategy for DD is short waits. the faster we can see the rides in the am before the lines form, the better. I will see if we can get the GAC outside the gates before rope drop.

You might also want to check into TourGuide Mike (a Theme Parks Board Sponsor). Many people have had great success with using that and have frequently had 10 minute waits. That can be really helpful because the GAC will help only in the lines, but knowing which parks to go to and avoid the crowds helps all over.
