Number or percentage of rooms set aside for discounts?

I've always been curious about this, but does anyone know how many rooms or what percentage of rooms Disney sets aside at each hotel when they run promotional discounts? For example, like the current Spring Into Magic where select hotels are 30% off. How many rooms or what percentage of rooms are typically made available for offers like this and others when they occur?
Anyone know???
