say I wanted to sell my BCV points- My brother in law offers to buy them for $80 per point and I submit it to Disney for ROFR. If Disney excercises it do I get $80 per point while paying no fees/closing/etc? With ROFR getting higher could this be a viable inexpensive way to sell a DVC contract?

That is correct but remember you must have a viable contract. To set it up to a family member just to try to sell it to DVC would be fraud, as would setting a higher price with a "rebate" built in to purposefully get by the ROFR. Any sale without a broker will net you the same whether it's bought by DVC or not.
