You have to be onboard in time for the lifeboat drill which I believe is around 3:30 or 4:00. You can normally start boarding around 11 am and that's when they start serving lunch and the pools are open also. You can normally get into your room starting around 1:00 or 1:30. The port itself usually opens around 10 am that way you have time to check in. I imagine alot of people will be staying at Disney booked hotels and will have checked in at their hotels ahead of time.
As far as the water goes, we think the ship water from the drinks station is fine so have only bought bottles on the way off to an excursion.

Don't forget that this is NOT PC so there will not be the waiting room with TVs and such. We have never gotten onboard until a few minutes before 12 at which time we go have lunch and wait for our rooms.
We would be driving to Dover as no more than a 2 1/2 hour drive from where we live.

We're flying in Wed before and want to go to Dover. Gives us a day to rest and a day to sightsee.
