Tell her to keep applying! Don't lose hope, if this is something she really wants to do then she should persevere and keep trying! She's not alone, this happens to lots of people every semester. Just remember that literally thousands of people apply and the NLIC isn't personal. I was NLIC'd last semester and decided it would be better for my situation to wait to apply again until I'm further along in my degree but I WILL be trying again and again as many times as it takes.
