New policy for disabilities and ride lines?

I just saw on my local TV station that Disney will no longer let people with disabilities in near the head of ride lines. Can someone clarify this new policy. It's suppose to start Oct. 1st.

Effective Oct 9th, I believe. Everyone waits the same amount of time now.
