new info on Monthly AP Payment plan

I called the ticket number because I had a couple questions about the monthly payment. I had talked to Patti in Ticketing in December and was told it was available to NOCAL residents as well. Today I talked to Irene who then got Jennifer a supervisor who told mt that Northern CA residents were no longer allowed this pass. She was quite rude and I was quite rude back.

Anyone know anything differently or have someone else to verify this?

There is no excuse for the supervisor to be rude, but the info you got is correct, Northern CA residents are NOT able to use the monthly payment option at this time. A few people did get the option when it was first offered, but they have since cracked down and limit it to S CA zip codes (like stated on the website)
