I agree. Until the arrival time is strictly enforced and that enforcement is understood, this is just moving the crowd away from the disney terminal and out into the queue of waiting cars.
This is the way it has been explained to me. The schedule arrival times, are due to the terminal reaching capacity, on not just the Dream, but also the Magic.
To alleviate this, DCL now gives out a port arrival time. If for some reason, the terminal reaches capacity, due to say a computer glitch, that holds up boarding, no one is allowed in until the terminal is back below the limit. And that incudes people within their scheduled arrival times, and also those on the DCL busses. The busses will either be held at the pick up locations, slowed down or the guests will be held on the bus. Those who arrived by private transport, get to stand outside.
The enforcement is done on a regular daily basis, by who ever is in charge of the terminal at that moment. To date, as far as I know, DCL has not yet had to temporarily close the terminal due to capacity.
