If anyone is wondering, the extra household member membership card, even though it has a different membership ID, was not able to purchase any after I bought 4. Seems they track it across both memberships.

Received all 4 without even being prompted by Capital One. They usually send me a notification about a purchase like this so I'm surprised I didn't this time.
