Use an ND filter any time you need to cut the amount of light that enters the lens. I think most people typically associate them with lengthening shutter speeds.
My 6D has a shutter speed limit of 1/4000 so I've been using an ND filter lately to be able to shoot with a wide open aperture on a sunny day when I want a shallow of depth of field.
I have a couple neutral density filters. As mentioned, you can use them to slow your shutter speed by cutting the amount of light getting to the sensor. This provides lots of opportunities where you want to have a long shutter when there is lots of light. It allows for some creative effects like:
