Not sure what your connection time is, I hope it's a nice long one with two little ones in tow. We have gotten in trouble in TO with similar connections; if it looks like you're getting delayed, try telling someone. In particular, we were queued up to see Customs on one occasion, and the line was verrry long and our flight verrry soon. I stopped someone with a uniform on and said "my flight is boarding; is there anything you can do?" (Looking pathetic, panicked and on the verge of tears helps. 
) We were wisked through to an agent and made our flight. Some times if the line is bad they will cruise the line and ask if there is anyone with a connecting flight in the next little while, but they don't always. Don't be afraid to ask for help or guidance if it's getting tight. We have also been directed to go on without our luggage when it was not showing up quickly...it caught up with us, but I'd rather deal with delayed luggage than a delayed family. Prepare for the worst and hope for the best.
