Need to make ADR's, unsure of amount of people though

I want to start making my ADR's for our September trip soon. They will definetly be 6 of us. My MIL doesn't know yet if she is going. i would hate to amke them for 7 people and then only 6 of us show up. I feel I am taking a table for 2 away from somebody by doing that. Also, are there any places where I have to put a deposit that I could possibly lose if she doesn't show up? We are planning to do HDR, Whispering Canyon and a character meal. We will also be on the dining plan.
What's the best way to handle this. I did tell my DH that I'm making these in about a week so it would be good to know what MIL is doing.

Here is the way I look at it, when less people show up that have ADRs, it just makes the wait shorter for those that don't have them, so I wouldn't worry too much about it. Make what you might need now and then change it if you can as soon as you can. And HDR might be the only one you would have to put a credit card for, and even then you should be fine. I think CRT is the only one place that they are super serious about the numbers and such.
