Need recommendations for just getting started .....

My DD will be 14 soon and she has been very interested in photography. I would like to get her a better camera for her birthday - any sugestions for someone just getting started. Also - any recommendations for photography books.

Do you have a budget in mind? Also what type of camera does she have now? As for books any of the Bryan Peterson books are good, Scott Kelby Photography books

I have a Canon Powershot S3IS that she uses now. I really don't have a budget for it, but just want something to see if this is really something she will stick with. Right now she is taking a class at school - they really don't offer much.
