Technically no and assuming there is a DVC discount on the DL Halloween tickets (that I don't know) you normally have to pick them up which means showing the DVC card too that you qualify for the discount.

There's only been 1, maybe 2 ticket offers (and they were at WDW) that DVC members were expressly allowed to buy for people when they were not going to be there with them. AFAIK the DL Halloween party is not one of those offers and you are supposed to be attending too but I'm not 100% positive.
