I haven't seen much in the way of hard reviews of the 7D yet but I would say that it's pretty darn unlikely that its new 18mp sensor has better high-ISO performance than the new 12mp K-x one. It is a tough comparison to make in any case as many manufacturers still apply some NR even when you tell the camera not to. A quick glance at early 7D reviews shows no mention of whether in-camera NR is on or off - I would think that it's safe to say that there's some serious work being done in there.
Regardless, like Kevin said, it's kind of irrelevant for the discussion, considering that it costs about 3x more than the K-x.
The K-x is certainly the best-spec'ed entry-level DSLR at the moment and with the best high-ISO performance. Oh, and a decent quality kit lens with a hood and focus ring and non-rotating front element.
