one thing I did for my dh for his 30th Birthday that might work you was make him a scrapbook. I contacted his family and friends and had a set of questions like " what is your favourite memory of James? When was the happiest youve ever seen James?" etc.
I also asked if they had any pictures they would be willing to copy for me, I had a BUNCH of really nice photos to add and memories that I copied into a Word Doc, put them in different fonts, copied onto different papers and put in a scrapbook for him. He actually cried he loved it so much!!
Maybe since its your anniversary you could do something like that with memories of the two of you? Tell him why you love him so much, what your favourite memories are, how he has touched your life, why you want to spend the rest of your life with him... etc.
If he's working on the day of your Anniversary, give him a good massage (shoulders, back, legs) when he gets home. He's probably smart enough that he'll reciprocate.
