It seems to me that the goal stated at this time was to "level the playing field" between the casual/first time visitor and repeat visitors/folks who do their homework and research a trip?

What I find interesting about that blog post is that Disney is taking the concept of a touring plan and providing it to everyone. And they will be able to predict the crowds better than ever.

It is definitely leveling the playing field. IF they can get the technology to work.
