My rental car reservation has pick up at 12 pm, but we now don't land til 12:15 pm so earliest would probably be 12:45 pm -- will that be a problem?

I tried modifying my rental, but the rate goes up since everything is more expensive now than when I booked it.

It's with Budget through their FastBreak program so they should have the car waiting for me upon my arrival (mid May). I'm just worried with the shortage that they will give it away before I get a chance to claim it. Does anyone have experience with this?

As @Fangorn stated, it should not be a problem. All car rental companies have grace periods; 45 minutes s/b within that period. If you can add your flight info to the reservation, I would do so. If you are still concerned, call Budget to see if they will adjust your ETA, without affecting your booked rate.

Usually the grace period is for when you are dropping it off at the end not at the beginning of the rental so you don't get charged extra. Airlines allow for late flight arrivals etc.

In 2019 my flight got delayed as we had to make an emergency landing for a sick passenger. We arrived well over an hour late and the rental agency didn't bat an eye.
 

Budget gives you 15 hrs. We recently arrived nearly 9 hrs late and our contract was honored no problem. I had called during our flight delay to Fastbreak and was told the 15 hr. timeframe which I had also read here before.
 
Doubt this would be a problem. I always put down about 1 hour earlier then I know I will arrive to make sure my car is ready and never had a problem. If you arrive significantly before your reservation time, there is a chance the car you rented might not be back from the prior renter during peak rental periods.
 
There’s no question this is not an issue. Air travel is volatile, and rental companies know this. 45 minutes is nothing.
