Mulan park exclusive fashion set figure?

Hi im wondering about the Mulan fashion set, the ones with the little figure and rubber dresses.

Anyone know where to get one or if its discontinued?
I have been checking ebay weekly for about a year now and haven't seen it once yet there are thousands of every other pack.
I don't even care if its a complete set or not anymore.
