It doesn’t work that way. MY DD worked for Disney 6 years and changing divisions is no different than when hired.
It doesn't mean that can't change and do, it means Disney is being inflexible and won't change and that will likely.come back to bite them in the end.

Each division is its one company. So we can agree to disagree.
 
So, they could reassign them to a different division and hire new sales people.
Also, I'm sure there would be different pay scales involved. I doubt seriously Member Service pays the same as sales.
 
There are unions involved. Union contracts usually make it very difficult to just "reassign" employees and backfill with new hires, especially if it involves different job descriptions, skill sets, working conditions & pay scales. If the employees involved don't want to move, most contracts won't allow managers to force them, either.

There is no quick fix if the problem requires a significant increase in MS staff. If the extra demand is thought to be temporary, most managers will not want to increase staffing. They'll use mandatory OT & other "bandaids" to tough it out.

I think it has clearly been demonstrated by now that the extra demand is not temporary, so they need to increase staff.

Labor shortage everywhere. Have you noticed all the Help Wanted signs in restaurants and grocery stores nationwide? WDW can't just hire and train overnight, and a lot of former cast members have moved on to other employment. Have you noticed the huge surge in Disney based bloggers since the whole COVID pandemic. They can make a living working their own hours, and uploading videos. They are restarting the college program in June, so that should help, but they will still be short since the international guest worker program is still shuttered for the EPCOT pavilions and other positions.
