More bang for the buck? Ticket costs!

We are considering the purchase of a DVC resale and are still trying to understand the math. Does anyone have any advice regarding cutting costs as far as the park tickets? Does DVC membership allow one to be considered a Florida resident for the purposes of ticket purchases? When I do the math for the 10% DVC discount vs the Disney Club discount there is a big discrepancy in favor of the DVC member based on the ticket prices posted at DreamsUnlimited, however when I spoke with a CM regarding this she did not seem to be able to give me a lot of info. She seemed to think that the Disney Club discount was the same as the DVC member discount. She said she handled DVC and didn't know a lot about the park tickets. Also, if we would purchase an annual pass then, at renewal, decided to upgrade to a PAP, would we pay the renewal rate or the first time rate for the PAP?

DVC does not count as being a Florida Resident.

The only DVC discount on passes is 10% off Unlimited Magic Pass, no others.

I believe if you upgrade an AP to PAP at renewal, you get the PAP renewal price.
