Only if the resale owner bought prior to the April 2016 restrictions. Those who were already owners at that time were grandfathered in for the “membership magic” perks (moonlight magic, AP/merchandise discounts, etc). Anyone who bought in after that date had to buy direct to qualify (and now the minimum is 75 points direct)
